Cave Dust Toggle

Overview
The Cave Dust Toggle lets a player turn cave dust particles on or off, with the mod confirming when particles have been enabled or disabled. It also provides a prompt asking whether to enable or disable cave dust particles. This toggle controls whether the particle effect appears at all.
