Lugia dwells in a submerged maritime fortress known as the Lugia Temple, which generates exclusively in deep ocean biomes. However, the guardian of the seas will not answer the call of any explorer who has not first proved their mastery over the three elemental birds of Kanto.

Summoning the legendary birds requires crafting consecrated elemental urns:

1 Urn of Embers: crafted from 4 Brick, 2 Gunpowder, 1 fire_stone, and 1 Netherite Scrap. The bricks form the outer corners, gunpowder provides volatile fuel, and the fire stone channels scorching flames to summon Moltres.
1 Urn of Frost: crafted from 4 Brick, 2 Gunpowder, 1 ice_stone, and 1 Netherite Scrap. Incorporating the ice stone freezes the surrounding air, creating the blizzard necessary to attract Articuno.
1 Urn of Storms: crafted from 4 Brick, 2 Gunpowder, 1 thunder_stone, and 1 Netherite Scrap. The thunder stone discharges atmospheric static to summon Zapdos.
Decorative versions of these vessels also exist for base ornamentation, including 1 Galarian Urn of Embers Decoration, 1 Galarian Urn of Frost Decoration, and 1 Galarian Urn of Storms Decoration.

Defeating or capturing each legendary bird yields a condensed elemental core:

Uniting these three elemental stones in a crafting table synthesizes 1 Vortex Stone. Infused with torrential wind, roaring lightning, and searing fire, the stone serves as proof of mastery over the skies. Its ancient inscription warns that only those possessing this unified artifact have earned the right to confront the master of whirlpools.

With the Vortex Stone secured, set sail into deep ocean biomes to locate the sunken Lugia Temple. The structure features grand stone architecture partially covered in sea kelp and coral outcroppings. Within the temple's central chamber stands the Lugia Pedestal and the protective Lugia Lock. Inserting 1 Lugia Key while holding the Vortex Stone awakens the lock into its activated state, summoning Lugia from the ocean depths for an epic aquatic confrontation. Defeating or capturing Lugia completes the legendary avian trials.
